whoops...

As a standard practice, deck cargo carried on breakbulk or bulk carriers is carried at the charterer's risk. The ship normally assumes no responsibility for the condition of the cargo on arrival.

 Here's a pretty good example of why that is, and also why most shipowners are pretty careful about charter party agreements.

Have you seen the self loading (and unloading) log carriers we have out on the West Coast? Most are barges but there are still a few ships around. They'll ballast down tanks to make the ship list enough to unload in a rather dramatic fashion.

It seemed like they were severly over loaded. They didn't have jack shit for freeboard and the way they were having very slow and "mushy" rolls tells me that they had even less stability. They dumped all that deck cargo to try and increase GM and stability.
